Quality System Procedure 11 – Inspection Test & Handover

This procedure is designed to provide guidance where contract specs  do not give enough detail.

We have three distinct divisions within JEG and each have different testing requirements, so QSP11 lists details separately for each one.

The purpose of this procedure is to ensure that all systems are tested in accordance with the appropriate regulations prior to handover to the customer.

Examples of some of the relevant regulations are listed below:-

  • ECTI
  • LPC
  • NFPA/FM
  • RGI

Contracts managers in each of the divisions have overall responsibility to ensure that this procedure is being followed, but detailed preparation of  documentation will be carried out by Engineering or QA staff.

Personnel carrying out the inspection, test and commissioning will, where possible be independent of the personnel carrying out the installation.

All necessary information and data should be available from the construction team to make this process as efficient as possible.

Specialist vendor support will be required for testing/commissioning of all plant items ie. Pumps, AHU’s etc.

The controlling document providing the design values and criteria is the contract specification and/or CIBSE guides together with the manufacturer’s requirements for any product forming part of the system. All test and commissioning activities are completed in accordance with these controlling documents.

Standard documents contained within O&M manuals of each division are different, but a selection are listed below:-

  • Test certs
  • As-built drawings
  • Completion certs

Each division has a standard format for its O&M manuals and following this format on each new project creates efficiencies.

The Contracts manager will liaise closely with the Purchasing manager throughout the contract to ensure that  required documentation is being supplied by each supplier at time of purchase.
